Foreign flagged ships detained in the UK during December 2022 under Paris MOU

The Maritime and Coastguard Agency (MCA) announced today that five foreign-flagged vessels were detained in UK ports at the end of December after failing inspection by the Paris MOU Port State Control (PSC).
Three new arrests were made of a foreign-flagged vessel in a UK port in December.
In response to one of the recommendations of Lord Donaldson’s inquiry into preventing pollution from commercial shipping, the Maritime and Coastguard Agency (MCA) publishes monthly details of foreign-flagged ships being detained in UK ports under the Paris Memorandum of Understanding.
The UK is part of a regional port state control agreement known as the Paris Memorandum of Understanding on Port State Control (Paris MOU) and information on all ships inspected is held centrally in an electronic database called THETIS. This allows vessels with a high risk rating and poor detention records to be selected for future inspections.
Inspections of foreign flag ships in UK ports are carried out by inspectors from the Maritime and Coastguard Agency. If a ship is found not to meet applicable convention requirements, deficiencies can be claimed. Depending on the findings of the investigation, the ship may be liable in these cases.

Responsible for conducting statutory surveys and issuing statutory certificates on behalf of the flag State.
White (WL), Gray (GL) and Black Lists (BL) are issued by the Paris MoU on July 1st each year and show the performance of the flag state.
